Professional experience

Dr. Koelbl has more than 15 years of experience in the fields of water management and environmental engineering as well as engineering geology with a broad spectrum of practical experiences. The bulk of his occupational history was spent mainly in the field of water management, especially in urban water management. Engineering geological and hydrogeological activities in tunnelling and in maintenance of free-level water supply tunnels as well as in operation and maintenance of international infrastructure projects and water treatment plants rounds off his profile. As a result of the many years that he spent working for different consulting engineers, he gained comprehensive experiences in water engineering, including tendering and construction supervision as well as in writing hydrogeological and engineering geological expert reports. In his PhD studies at Graz University of Technology he focused on research in the field of ‘The Sustainable Optimisation of Urban Water Infrastructure‘. He delved into the topic of asset management with the focus on non-revenue water management and maintenance and rehabilitation planning. Between 2003 and 2009 he was significantly involved in the development and implementation of the OVGW benchmarking in the water supply sector. In 2009 he completed his PhD thesis with the title ‘Process Benchmarking in Water Supply Sector: Management of Physical Water Losses‘. In 2010 and 2011 Dr. Koelbl worked as project manager of a consulting project for 16 months continuously on-site in the Kingdom of Saudi Arabia. The project involved the operation and maintenance of multi-utility infrastructure services for a university town (electricity, water, waste water, cooling, storm water). Beside his experiences in urban water engineering and consulting he has several references relating to operational and financial project management. Dr. Koelbl is author of numerous publications and gives presentations at national and international conferences regularly.
